VideoCommon: Fix GetInterpolationQualifier calls
Commit 4969415
modified calls to GetInterpolationQualifier, but mistakenly changed the order of some boolean parameters: GetInterpolationQualifier(true, false) was changed to GetInterpolationQualifier(…, false, true).
Should fix #9783.
