PolarSSL: update to current stable version (1.3.4)

I just removed Externals/polarssl/, added the new version, then deleted
the following files/directories:

DartConfiguration.tcl
Makefile
doxygen/
library/Makefile
programs/
scripts/
tests/
visualc/
