Windows-1252 was sometimes being referred to as ASCII or ANSI
in Dolphin, which is incorrect. ASCII is only a subset of
Windows-1252, and ANSI is (rather improperly) used in Windows
to refer to the current code page (which often is 1252 on
Western systems, but can also be something entirely different).
The commit also replaces "SJIS" with "Shift JIS". "SJIS"
isn't misleading, but "Shift JIS" is more commonly used.
Replaces them with forward declarations of used types, or removes them entirely if they aren't used at all. This also replaces certain Common headers with less inclusive ones (in terms of definitions they pull in).
Savestates include the entire memorycard, but the only saves that should be modified are the ones that are directly modified by the game the others are preserved merely to avoid changing the memory card header during the game as some games (Zelda) refuse to save

include the \0 that is always added?)
- set some free()'d pointers to NULL
