DolphinWX: Stop using XPM images
...
Using the XPM format for images has become a maintenance problem because
people don't know how to create them. This commit removes all XPM images
and all C files that contain PNG images. DolphinWX now uses the PNGs
in the Resources folder instead, just like DolphinQt and DolphinQt2 do.

Various country flag improvements

* Added country flags for games from Netherlands and Spain
* Added separate category for Region Free games (Uses European flag as placeholder)
* Added missing country filter options in "show regions" menu
* Rearranged country filters for readability
* Incremented CACHE_REVISION
Also fixed various country filters not showing up as options in the "Show regions" menu.

Fix ICC profiles in some of our PNGs (ic_drawer, Dolphin icon).
...
Also keep a PNG version of bin2c'd resources in order to make these kind of
changes easier in the future.
Fixes recent versions of libpng complaining loudly about our images.

Fixes issue 2331, plugins won't cause a crash/hang on stop anymore if their config dialog was opened, note that stopping a game while a config dialog is open still causes a crash (that should not be possible in the first place since the dialogs are modals, but heh...).

Some updates to netplay, now using UDP to transmit pad data, it shouldn't be slow as molasses anymore, but may be unrealiable. Netplay now saves settings to ini, also fixed possible desync.

+cookie update : Updated Dolphin's icon to be Win7 ready by making it 32x32, so it now shows fine when alt-tabbing :p
