Use libepoxy to load in OpenGL functions (#960)

* Use libepoxy to load in OpenGL functions

Prevents having to load them in manually

* Install libepoxy in the CI

* Do not link OpenGL libraries, libepoxy opens them itself

* Add libepoxy to build instructions
