6763a3fce1 Config: Add support for enums
This makes it possible to use enums as the config type.
Default values are now clearer and there's no need for casts
when calling Config::Get/Set anymore.

In order to add support for enums, the common code was updated to
handle enums by using the underlying type when loading/saving settings.

A copy constructor is also provided for conversions from
`ConfigInfo<Enum>` to `ConfigInfo<underlying_type<Enum>>`
so that enum settings can still easily work with code that doesn't care
about the actual enum values (like Graphics{Choice,Radio} in DolphinQt2
which only treat the setting as an integer).

7dca7c237e Config: Fix template deduction for implicit conversions
This excludes the second argument from template deduction.

Otherwise, it is required to manually cast the second argument to
the ConfigInfo type (because implicit conversions won't work).

e.g. to set the value for a ConfigInfo<std::string> from a string
literal, you'd need a ugly `std::string("yourstring")`.

0efbaebe17 Minor fixes to translatable strings
The usual deduplication between DolphinWX and DolphinQt2, plus the removal
of a now unused ubershader string and a fix for the Euphoria i18n comment.

a287bbc3bd Move SysConf to Core
It's not common code that could be reused for, say, Citra;
it's absolutely specific to Wii emulation and only used by the Dolphin
core, so let's move it there.

Another reason for doing this is to avoid having Common depend on Core.

2f1a7cbee1 Implement "Skip" ubershader mode
Skip ubershader mode works the same as hybrid ubershaders in that the
shaders are compiled asynchronously. However, instead of using the
ubershader to draw the object, it skips it entirely until the
specialized shader is made available.

This mode will likely result in broken effects where a game creates an
EFB copy, and does not redraw it every frame. Therefore, it is not a
recommended option, however, it may result in better performance on
low-end systems.

Macros should be all upper-cased. This is also kind of a wart that's
been sticking out for quite a while now (we avoid prefixing
underscores).

e31cc1f679 ShaderCache: Implement background shader compilation
This enables shaders to be compiled while the game is starting, instead
of blocking startup. If a shader is needed before it is compiled,
emulation will block.

4973ae9952 Rename GFX_HACK_COPY_EFB_ENABLED to GFX_HACK_COPY_EFB_SCALED
Not sure why it was named like this... It doesn't affect whether
the copy happens or not, only what resolution it uses.

edb5f855c2 VideoConfig: Prevent race condition on g_Config when refreshing
There was a race condition between the video thread and the host thread,
if corrections need to be made by VerifyValidity(). Briefly, the config
will contain invalid values. Instead, pause emulation first, which will
flush the video thread, update the config and correct it, then resume
emulation, after which the video thread will detect the config has
changed and act accordingly.

b2c41cec0a Config: Include SYSCONF in base layer
Settings that come from the SYSCONF are now included in Dolphin's
config system as part of the base layer. They are handled in a
special way compared to other settings to make sure they are only
loaded from and saved to the SYSCONF (to avoid different, possibly
contradicting sources of truth).

383645a4b1 VideoConfigDiag: Rename Quad-Buffer to HDMI 3D.
This 3D mode is often associated with the HDMI 1.4a standard,
so this name is more helpful to users with such a setup.

27ae5b8d34 VideoConfigDiag: Move post-processing shader list to post processor
The backends don't use this list at all, and since more than one
backend supports post-processing now, it's duplicate code.

0540950e7a VideoConfigDiag: Move event implementations into the cpp file
Also removes the unused Event_Adapter event stub which did nothing. It
wasn't even hooked up to wx's event system.

Allows removing several includes from the header file and moving them to
the cpp file. Prevents includes being dumped into other source files
that include the header.

This uncovered an indirect include in Main for MsgHandler utilities.

4424d24fd0 Revise descriptions for new settings
I replaced "1x IR" with "native internal resolution" because
the IR setting never says "1x" or "IR", and I also did some
minor rewording and normalized the sentence-ending spaces.

a9d08a31a6 Add configurable toggle that rounds vertices to the nearest pixel when
w=1.  This fixes some games at higher IRs.
