728663bdc0 Modernize std::binary_search with ranges
In VolumeVerifier.cpp, constructing a `std::string_view` of the volume's GameID is unnecessary, as `std::`(`ranges::`)`binary_search` supports heterogeneous lookup. The usage in GameFile.cpp is a perfect example.

01d0bdf1bb Modernize std::is_sorted with ranges
In OGLConfig.cpp, `std::views::reverse` is used rather than sorting using `std::ranges::greater` in order to parallel other instances of reverse iteration in the function.

37b89d5b71 GameList: Show (Disc 1) for first disc of two-disc games
Append disc label to the first disc of two-disc games too, rather than
only labelling the second disc.

a87dffe52d DiscIO: Replace IsDataSizeAccurate with GetDataSizeType
Previously, we had WBFS and CISO which both returned an upper bound
of the size, and other formats which returned an accurate size. But
now we also have NFS, which returns a lower bound of the size. To
allow VolumeVerifier to make better informed decisions for NFS, let's
use an enum instead of a bool for the type of data size a blob has.

SPDX standardizes how source code conveys its copyright and licensing
information. See https://spdx.github.io/spdx-spec/1-rationale/ . SPDX
tags are adopted in many large projects, including things like the Linux
kernel.

5e70dda4cc Android: Allow disabling cover downloading
In case someone wants to be very careful with how much bandwidth
they use or with what data GameTDB.com collects on you.
This is already an option in DolphinQt (though in DolphinQt it
will switch entirely from using covers to banners when turned off).

5cad82137d Allow translations and custom names in GameFile::GetNetPlayName
There is no longer any major reason for why this function would
need to return the same result for all players.

a41166bb37 Make netplay's "same game" check more robust
Instead of comparing the game ID, revision, disc number and name,
we can compare a hash of important parts of the disc including
all the aforementioned data but also additional data such as the
FST. The primary reason why I'm making this change is to let us
catch more desyncs before they happen, but this should also fix
https://bugs.dolphin-emu.org/issues/12115. As a bonus, the UI can
now distinguish the case where a client doesn't have the game at
all from the case where a client has the wrong version of the game.

b28db1d4e6 UICommon: Make use of fmt where applicable
Continues the migration to using fmt.

Notably, this allows safely converting a map within USBUtils over to
containing string view instances, rather than std::string instances, as
fmt safely handles the formatting of string views.

This feature was originally exclusive to the previous iteration of
DolphinQt (the one that was the reason for the current iteration
being named DolphinQt2 initially).

561a4cfcce Replace "Override Language on NTSC Games" with "Allow Mismatched Region Settings"
This new setting is like Override Language on NTSC Games, except
instead of only applying to the GameCube language setting,
it also applies to the Wii language setting.

0f5a4b37ee DiscIO: Add functions CreateDisc and CreateWAD
...in addition to the existing function CreateVolume
(renamed from CreateVolumeFromFilename).

Lets code easily add constraints such as not letting the user
select a WAD file when using the disc changing functionality.

b4470ad4c2 UICommon/GameFile: Make COVER_URL a plain C string
Same behavior but doesn't take up 8 bytes in the executable to store a
pointer. While we're at it, move it into an anonymous namespace within
the UICommon namespace.

We already check ahead of time if the optional contains a value within
it before accessing it, so we don't need to use the throwing value()
accessor. We can just directly use operator->

Rather than construct strings twice, we can just construct it once and
reuse it. While we're at it, we can move variables closer to where
they're actually used within DownloadDefaultCover()
